DISPLAY ENERGY CERTIFICATES

Display Energy Certificates (DECs) show the actual energy usage of a building, the Operational Rating, and help the public see the energy efficiency of a building. This is based on the energy consumption of the building as recorded by gas, electricity and other meters. The DEC should be clearly displayed at all times and clearly visible to the public. A DEC is always accompanied by an Advisory Report that lists cost effective measures to improve the energy rating of the building.

They are required for buildings in the public domain, these will be principally buildings where members of the public have access to services. The certificates are required annually.

Central & Local Government buildings under Local Authority control will be required to display energy certificates where the public have access. Examples of such buildings include schools, museums, libraries etc..

Present legislation relates to buildings with a floor area exceeding 1000m2 but this is due to change in December 2010 relating to all public buildings with a floor area exceeding 250m2.

When are Display Energy Certificates required?

If you are an occupier of a building requiring a DEC you need to display the certificate showing an Operational Rating in a prominent place clearly visible to the public. A valid advisory report is also needed.

How long does a DEC last for?

DECs must be renewed every 12 months.

What buildings are affected?

At present only buildings with a total useful floor area over 1000m2 which are occupied or part occupied either by public authorities or institutions providing public services to a large number of people. The legislation is due to change in December 2010 introducing all buildings with a total useful floor area over 250m2 requiring a DEC.
